Canadian Simulated Hockey is fantasy hockey at it's best. Not only will it be run correctly, it will be enjoyable for all it's members. Like every properly run establishment, there will be a few rules to make things run smoothly, and accurately. If at any time you (GM's) feel that something needs to be addressed, please do not hestiate to bring it to the attention of the Commissioner or Assistant Commissioner. General Rules 1. Sims a) Simulations will occur every day with two FHL days simmed per day. b) If the Commissioner is away, simulation for lost days will be caught up by simming three days per day when he returns. 2. Lines a) Lines must be sent in once a week using the GM Editor available from FHL. b) Exceptions will be made if the Commissioner or Asst. Commish is notified. 3. League decisions a) All decsions made by League Officials will be FINAL. b) There will be times through out the season the league will vote on certain league issues, All-Star teams and awards. GM participation in these votes/polls is expected. 4. Salary Cap a) Effective the 2003 season, the salary cap will be 47.5 million. b) Teams must be under the salary cap by the start of the regular season. c) If team goes over the salary cap during the season they will have two days to get under. d) A salary cap violation will result in $1M fine on a first offense. Additional offenses will result in fines of $2M, $3M etc. e) At the end of two days if the team is not under, the player whose salary will take the team under the cap will be released, i.e. a team is 1.5M over, a player with a salary of $1.5M will be released. f) Fines/releases may be waived at the discretion of the Commish due to extenuating circumstances (injuries, etc.). 5. Veteran Miniumum a) Effesctive the 2003 season, the veteran minimum contract is $250,000 per year. Players currently under contract for less than that amount are exempted until the expiration of their current contract. THIS IS A TWO STRIKE, AND YOUR OUT LEAGUE. SO TAKE THIS AS YOUR FIRST WARNING. Players: a) Players will be re-rated via a computerized rating utility i) Teams may elect to have up 3 players re-rated based on CSH statistics (see re-rate rules for details) ii) The cost to have a player manually re-rated is $150,000 iii) Once the manual re-rate is posted, it is final and cannot be reverted to the previous re-rate numbers b) Player Retirement i) Players retire at age 42 ii) Player retires when he is 38+ and his contract runs out c) Players may change roster position once per season at a cost of $25,000 per switch. i) No defenseman may become a forward ii) No goalies may change position nor can a forward/defenseman become a goalie iii) A maximum of 3 players may be changed per season. d) Players will age before free agency at the end of the season. e) Players are rookies if they played less than 25 games in CSH. f) Goalies are rookies if they played less than 20 games in CSH. Coaches: a) Coaches can be hired, and fired at any point of the season or off-season. b) If a coach is fired the team must pay ALL of the coaches salary on the contract. c) Coaches will be re-rated at the end of each season. (see coach rating system for details) d) Coaches are signed to 2 year contracts to start the 2003 season. In the future, coaches may be signed for up to three years e) During the off-season, available coaches will be signed via a free agency-type system f) Coaches will retire at 62 (coaches on roster as of the 2003 season will be exempt from this until the expiration of their current contract). Rosters: a) A team's combined pro and farm roster cannot exceed 50 players. b) 20 players must appear in game day line-ups (2 players must be goalies). c) You must have at least three goalies on your farm and pro roster. d) Players on the farm roster will make 10% on their pro contract Trades: a) All trades made will be processed by the Trade Committee. b) If the teams are not happy with decsions of the trade panel, an appeal may be made to the Commissioner. The Commissioner will review the trade and his decision will be final. c) Confiramation of trade has to made from all parties involved in the trade to receive consideration. Waivers: a) Players going to their farm team may have to pass waivers b) If the player is 24 years plus, and has played more than 30 games in current season he will have to pass waivers. c) Exceptions to (b) is in the pre-season, post season, and off-season. d) Player will be on waiver for 24 hours Releasing: a) Players can be released at any time during the season, and off-season. b) Player will be paid a portion of his pro contract (regardless of whether he is on a pro or farm roster) as follows: Current Year - remainder of salary Second Year - .67 of salary Third Year - .50 of salary Fourth Year - .33 of salary Fifth Year - .25 of salary EXAMPLE: Player A has a 4 year contract at $1M/season and is released prior to the start of the regular season. Current Year: $1.00M Second Year: $0.67M Third Year: $0.50M Fourth Year: $0.33M TOTAL COST TO RELEASE PLAYER A: $2.5M Free Agency: a) When a players contract expires he becomes a free agent. b) Teams can sign contract extensions for 2 players per season. i) Only after the trade deadline, and before the last game of the season. ii) Players Salary must increase by 30%. iii) Contracts may be extended by no more than 4 years and cannot exceed a max of 5 years total. c) Bidding for free agents will occur in the off-season, after the draft and prior to the exhibition season. d) The best offer takes home the free agent. The best offer is the one which involves the most toal $. In other words, if Team A bids 2 yrs @ 2.5M (net - 5M) and Team B offers 3 yrs @ 2.0M (net - 6M) Team B will get the player. i) Unless the current team offers 90% of the highest bid. e) If there is any tie in bidding for UFA's, the team's will be notified, and will have to place a final bid. f) Players under the age of 25 are untouchable but must receive a 10% increase or they will holdout. Unrestricted Free Agents: a) Players 31 and older can be signed with out compensation. Restricted Free Agents: a) Players ages 25-30 years. b) Players must receive a qualifying offer with at least a 10% increase or they will become unrestricted free agents. Qualifying offers may be made anytime after the end of the regular season up until the beginning of the free agent signing period. c) Current team can match any offer. d) Compensation will be given to team if RFA signs onto another team. e) Teams may discuss compensation, or consult the compensation chart. Salary Compensation Less than 0.750M 5th Round Pick 0.750M to 1.0M 4th Round Pick 1.001M to 1.5M 3rd Round Pick 1.501M to 2.0M 3rd + 4th Round Pick 2.001M to 2.5M 2nd Round Pick 2.501M to 3.0M 2nd + 3rd Round Pick 3.001M to 3.5M 1st Round Pick 3.501M to 4.0M 1st + 2nd Round Pick 4.001M to 4.5M (2) 1st Round Picks 4.501M to 5.0M (3) 1st Round Picks 5.001M to 5.5M (4) 1st Round Picks 5.501M or more (5) 1st Round Picks f) The above chart doesn't have to be used if teams come to an agreement, which could include players, picks and/or cash being swaped. g) The team that won the bid can reject all compensation offers by the losing team. h) Compensation agreements between the teams involved must be made within 4 days of the signing or the above chart will be used. Protected Players: a) Players under the age of 25. b) Players may be signed after the conclusion of the regualr season and prior to the free agent signing period. c) Players must recieve a minimum increase of 15% or they will become restricted free agents. JUNIOR LEAGUE RULES 1. Draft a) Once a player is drafted by an CSH club their rights belong to that CSH club. b) There rights may be trade bettween clubs. 2. A player that has been drafted can either: a) Play with the pro club. b) Play in the farm system. c) Play in the juniors till age 21. 3. At the age of 21, all players are promoted to the CSH. Players who have been drafted by a CSH team must be signed to a contract, or they become RFA's Undrafted players become UFA's. UFA's and RFA's who are not signed to a contract by the end of season will retire 4. In the off season, prospects may be added to your roster at no cost. During the regualr season, prospects may be called up from the juniors at a cost of $20,000 per player.
